The above is the most satisfying explanation that I have read on what differentiates theory from ideology.
Cox then goes on to speak of two purposes of theory:
- Problem Solving Theory — aim is to solve problems within the existing order. Not to question it.
- Critical Theory — aim is to question the premise/order
